Franz's parentage is unknown. He may have been born in Meersburg or Immenstaad. He was a candidate of philosophy.

Franz married Eleonora Catharina Josepha Leuthin before 1743, probably in Buchhorn. The coat of arms of the city is shown here.

Between 1743 and 1759, Franz and Eleonora had three children, including Franz Joseph Ganter.

As a citizen of Buchhorn, Franz held a variety of positions. He was foreman of the baker's guild, a member of the interior council (1751-1754), bailiff for Eriskirch (1751-1754), administrator of the revenue office (1754), sheriff [Stadtammann] and mayor alternating from 1757 to 1773, when he was discharged by a commission of the Emperor.

His widowed father-in-law, Georg Jakob Leuthin, was living with the family in 1761.
