Bernard's parents and exact place of origin are unknown.

He married Anna Huffman in 1856.

In May 1862, Bernard, Anna, and their oldest child emigrated from the port of Bremen on the bark Ottilie, with 324 passengers. Their accommodations were "between deck" (steerage). The ship passed Fair Island on 24 May, and had westerly winds for the rest of the voyage. Between 17 and 19 June, several large icebergs were seen. The ship passed the Grand Banks on 20 June, and arrived at New York City on 4 July 1862. The voyage across the Atlantic lasted 43 days, and there was one death and two births on board. (Bernard and Anna's surname appears on the passenger list as "Nox," and their son Nicholas is not listed.)

Between 1861 and 1877, Bernard and Anna had ten children, including Bernard (Barney) Noe.

Bernard made his Declaration of Intention for citizenship on 5 November 1869 in Lucas County, and was naturalized on 5 October 1872. His witness was William Schaefer.

By 1870, Bernard was farming fifty acres in the southwest corner of Richfield Township, Lucas County. It was located on the north side of Bancroft Street, about halfway between Fulton-Lucas and Lathrop roads. The land was apparently leased.

The earliest record of ownership of the fifty acres by Bernard is the 21 August 1873 conveyance witnessed by Lucas Raab, Justice of the Peace, "in consideration of one hundred dollars paid to Conrad Heg by Bernhard Noa." Also included in this conveyance was a twenty acre tract on the west side of what is now Degenfelder Road. It is not known whether the family ever lived on this property.

He and his sons helped build the Immaculate Conception Church in Raabs, Ohio.

On 2 September 1878 Bernard appeared as a plaintiff before the Justice of the Peace for Sylvania Township, Lucas County. He had lent $100 to Peter Anderson and George Hughes on 26 April 1878, to be repaid in four months. On 7 September, George Hughes repaid $90 of the debt.

Bernard died at age 81 from carcinoma of the prostate and chronic intestinal nephritis. He was buried on 1 May 1916 in Immaculate Conception cemetery in Raabs.
